which was originally for increased trouble and responsibility,
the trouble and responsibility now on account of Hongkong alone is certainly more than that in 1868 on account of Hongkong and
the Agencies. In the Post Office any time not occupied with
office work is spent in supervision of the staff etc.
I am of opinion that often the Secretary of
State grants personal allowances so that present holders of
posts may not suffer pecuniary loss. I believe that recently
Mr. Irving the Director of Education got a personal allowance,
on account of loss of certain other allowances (Examination
of Queen's College kc.), and also the more parallel case of the
Local Auditor, who was granted £100 extra to make up for the
£100 loss on auditing Naval accounts.
I would also point out that the salary of
the Postmaster-General in the sister Colony of the Straits
Settlements is £900 to £1,020 the equivalent to a lat. class
appointment ** in this Colony. I would submit that the salaries
of these two Officers should be similar. Mr. Bell the P.M.G. of
S.S. come out to the East the same year as myself.
So far as I can remember in my letter of
appointment as P.M.G, no mention was made as regards the salary
or this allowance; but I believe that in the letter from the
Colonial Office to the late Mr. L. A. M. Jonston, when offering
the appointment the £100 was included in the statement of
salary.

I would not only ask that £100 be given
to me personally but that the salary of the P.M.G. be increased by that amount or made equivalent

Mr. Johnston, who had personal experience
of both Colonies stated that the xxk work at Hongkong was
considerably in excess of that at Singapore.
